01 // The Challenge
Nationwide digitisation of fire extinguisher inspection and compliance management.
Portable fire extinguishers are a mandatory safety requirement across commercial, industrial, and residential properties throughout Malaysia. Jabatan Bomba dan Penyelamat Malaysia (JPBM) is responsible for ensuring these assets are inspected annually — a regulatory mandate that, in practice, means tracking millions of individual extinguishers across the country, managing the licensed inspection companies authorised to conduct these checks, and maintaining an accurate record of which assets are compliant and which are overdue.
Before eFIES 2.0, this process was managed through a combination of paper records, disconnected spreadsheets, and manual booking coordination between inspection companies and property owners. At the scale JPBM operates — millions of assets, thousands of properties, hundreds of licensed inspection companies — this approach was not sustainable. Records were inconsistent, overdue inspections were difficult to identify systematically, and there was no single source of truth for compliance status across the national estate.
JPBM needed a digital system that could bring the entire fire extinguisher inspection ecosystem under centralised management — asset registration, inspector licensing, booking management, inspection recording, and compliance reporting — at a scale that matched the actual scope of the mandate.
02 // The Solution

Primus Core designed and built eFIES 2.0 as JPBM's core nationwide fire extinguisher inspection management platform, covering the full operational lifecycle from asset registration through to compliance verification.
The system manages four interconnected functions. Asset management provides a centralised registry of all portable fire extinguishers covered under JPBM's mandate — each uniquely identified, linked to its property, and tracked through its inspection history. The inspection company module manages the licensing and authorisation of the inspection providers who conduct the physical checks, ensuring only verified, active companies can record inspection outcomes in the system. The booking management module handles the scheduling of inspections — allowing property owners to book through a structured workflow that routes to the nearest authorised inspector and maintains a queue that JPBM can monitor in real time.
A mobile component extends the platform to the field — allowing authorised inspectors to record inspection outcomes, upload photographic evidence, and update compliance status directly from the inspection site, eliminating the paper trail that had previously been the single point of failure in the process.
